Finally figured out why my starboard engine struggled to get to max rpm.
New turbos - check
Cleaned out fuel pipes - check
Got temperatures correct - check
Cleaned out/changed all fuel filter units - 3 times check
Removed cleaned (and painted) all metal fuel pipes - check
still struggle to get the last 100 rpm ???????
finally found the cause - boat has two emergency fuel shut off handles that connect to ball valves. Pull handles out fuel valves close, push them in fuel valves open. Well the port one does, the starboard one doesn't open 100%.
quick tweak with screwdriver. Both engines run to 3800, no hesitations or delays - result.
I must have looked at this valve 100 times and not spotted the small difference in position. Doh!
