You used to be able to get similar from Industrial Engine suppliers - Hendy Lennox come sto mind, but it was a dew years back.
Or has been suggested - Protex Catchbolt - set in a recess and pulls in all directions but I suspect they are not cheap!

Cam latch

Worth doing a Google search on 'cam lock' or 'cam latch'. Not seen anything quite like your picture, but there are versions that turn with an allen key or screwdriver.

Re: Cam latch

Try "Dzus fasteners". Haven't got an address but a 'net search should show up. Also look through a kit car magazine. Companies like Europa Specialist Parts, Demon Tweeks or Merlin Motorsport advertise all sorts of stuff like this. Also try a search for "Camlock", "Southco", "Stedalls" and "The Fasteners Centre". Someone is bound to have one!

Spot on Chris I had already found them at Dzus Fasteners, but at what cost? I had forgot all about Aqua Marine and their versatile site.
