Dinghy non-slip - should ProGrip be applied over paint, or on bare GRP?

I'll be taking the paint off other areas anyway, so it'd be no problem to do the side-decks too. I don't want the GRP to be more exposed than necessary when the work is finished - but does ProGrip adhere better, and stay stuck longer, on bare GRP?

The quality of the old paint isn't good - so might I be wisest to take it off, then re-paint, then apply ProGrip?

I don't mind the work, I just want the best results - and the minimum moisture getting under the non-slip.
