Poor adhesion to the underlying coat probably unless its lightly abraded to form a key , as is described for application to a previously painted surface
 
Thanks both, so a a quick waft over with 240 grit should sort it! Mind you from distant memory of using it I may not need a second coat.
 
personally i would 120 grade, in fact just done some today with Blakes white bilge paint after stripping out heater duct

also the longer time because it's cold.
Always had great results from Danboline, as applied to my own fine craft.

I would stick with Internationals recommendation :

PREVIOUSLY PAINTED SURFACES
In Good Condition Wash down with Super Cleaner, rinse with fresh water and allow to dry. Abrade with 180-280
grade paper

He does not want to remove half the paint he as already applied, just key the surface!
 
I gave the whole area a sand down with 'medium' sandpaper and a good wash down with grease remover (stinky stuff) for pre-painting just in case and it stuck (even in December) like, erm, it always has before. Lovely stuff Danboline.
