Ps FYI like you're planning I tried to check out from cavtat while lying at anchor, but it did not work. The police's first question was where I was berthed, and I didn't want to risk lying in case he wanted to board. He got quite upset and, gave me a hard time (after I returned having moored at Q Quay & 40 kunas lighter ).

Good job you didn't lie because I think the PP/Customs already know exactly where you are, even though their office is in a backstreet with no windows facing the quay.

When we came in from Greece I went straight to Customs/PP and the first thing the Officer said as I walked in the door was "Ah, the catamaran".

I believe that there is a lookout/radar station at the top of the mountain which reports all boats entering or potentially leaving Croatian waters.

Big brother is watching you!

Wow I never considered that but did think it strange he asked, the ppl in front of me weren't asked & neither the ppl after me. We saw so few police that I had the impression noone was monitoring the waters... Clearly wrong!

I have a feeling that the pp are getting a back handed from the guys on the quay , off cause I can't swear on it , went we are about if we could anchoring over night in the harbour they said no we have to use the quay , when I asked the harbour master we was told we could , when telling him what the police said , his reply was that he runs the harbour and not the polices .
Question that you have to go to both the harbour master and police to clear out ?

Not sure about the back handers I guess anything is possible ...but You do get a form of receipt and he has what looks like a licence to charge. I also asked the pp about it and got an unclear response. In any case 40kn won't bankrupt most. We anchored in both bays w and e of cavtat without charge or hassle.
To check out first visit harbour master (open from 8 to 8 with a coffee break sometime in the morning) and then pp. Pretty quick process
