Will he be allowed to sail & will any destination allow him in?

If he goes to the Azores he or she will be subject to a two week isolation before going ashore and the only points of entry are Ponta de Garda and Horta currently. I am not sure how Britain would react. Having tried to check into the UK ex the US before and finding it impossible to arrive officially. The only problem may be finding somewhere to stop that is open.

I must be missing something.

It's at least a three week trip. If they leave and symptom free then either they'll fall ill on the way (if infected) and quarantine when they arrive or arrive symptom free and thus don't have it as they'll have been in quarantine?
