As this one seems to be mostly ignored in favour of general chat on submarine activity in the B.C. during WWII and why not I say... I will give you the answer which is a bit cryptic... if the rope that is used to tow comes out of the water then it's not long enough, makes sense don't you think? /forums/images/graemlins/shocked.gif

Sorry, I didn't think it was a "quiz" question - more like general seamanship?

I must admit that answer hadn't occurred to me, but as Graham says it must depend on conditions. Could you achieve the same effect with a weight in the centre of the towline, like an angel on an anchor rode?
