condensation - ingress into balsa around window

We've just had a pre-purchase survey done on our Newbridge Venturer & the only major fault was that around the windows, damp has got into the balso core on some of the windows.
The recommendation is to dig out some of the balsa and fill in again.
Does anyone know what I should use to fill in the gaps again. We've got a carpet lining inside so I need to be careful.
Also I would like to top it off with plastic/rubber surrounds - any ideas?

This not a major project.

After you have removed the rotted balsa, lightly sand the internal areas of glass and give it a couple of coats of epoxy resin, and with this still wet, fill with closed cell balloons such as micro balloons or 'Q' cells, mixed with epoxy resin to the consistency of tooth paste.

With the above in place, you should not need extra rubber or plastic, as both will suffer from UV exposure.
