The best Chart Program I have used and I have tried most of them is EURONAV SEAPRO 2000. Works great, has tidal data, uses any chart format. Greta at home during the winter when you can dream of sailing but still stay on the PC in the warm!!
Many of these firms will send you a demo CD to try at home.
Using these I decided that Maxsea was easier and more intuitive
than most. It supports raster and vector charts.
Marine computing international are very helpful.

Try Visual Passage Planner - demo from www.digwave.com . It has a worldwide chart detailed enough to plan coastal cruises and comes with full 1 degree pilot weather information so you can plan circumnavigations from your armchair.

I have used Navmaster for several years it is available in two versions shore based and offshore which is more expensive. A trial CD is available from there web site.
A word of warning if you are going to buy software first check the minimum requirements both of the computer and operating system. No good blaming the software supplier if your computer and or operating system does not satisfy the specified level to run the software.
Also note is is now a legal requirement to have a PASSAGE PLAN before you set off, if you do hit a wreck crossing the channel and you are found not to have a passage plan the fine could well exceed the cost of any Nav programme.
Just thought it was worth mentioning.
