I remembered reading about this last year (poss. a thread by Nostrodamus). Now I've had first hand experience of an overly complex charging system for a short stay in a marina.
1) Daily rate plus standing charges for water and electricity (all of these vary with length).
2) Water and electricity usage m3 and kWh
3) Everything quoted ex. tax and so you need to add IVA, T5 and buoyage
I was given a list of their charges apart from T5 and told it was just a small amount. However, I had a good idea what to expect for T5 though it's difficult to find the calculation. At least I rembered Nostro's thread and looked at the charges in detail. When I checked out today they managed to produce an amount within 2 Euro of my expected bill and there were about 6 people in a queue behind me. Only just had time to look at the bill and it's a real mess.
On -ve side:
I was charged for a 15 x 6 m boat instead of 13 x 5.5m shown in their printed tarrif.
No mention of this when I booked in and asked for their rates. I was just told to look at the booklet to get the correct rate.
Water usage rounded up from 0.4m3 to 1m3 (not actually a surprise as I suspected they'd do that).
T5 tax added before IVA and then IVA calc'd for T5 tax (so a tax has IVA added).
I did ask if they would charge IVA on the T5 tax element and was told they didn't.
Yes they do, the bill is totalled and then IVA calc'd at the end.
On +ve side:
I was only charged berthing and T5 for 15 nights instead of 16. Oddly, they managed to charge water standing charge correctly (though it had 21% IVA vs. 10% for m3 used).
I wasn't charged for electricity at all, no standing charge and no kWh used.
They really are making life difficult for themselves with such a complicated system and I imagine they get it wrong more often than they get it right.
So watch out in La Linea, I was lucky as the errors pretty much cancelled out.
