I'm posting this because we already have an Ensign thread running so lets go the whole hog and get it over with in the next couple of days.

Question:
Where in the colregs does it state that shouting "I'm racing" gives immediate presidence over all other regs?

I assume that this is a sarky question, but since I wondered as well, the serious answer is that it doesn't, not even in the "Racing Rules of Sailing".

"22.1 If reasonably possible, a boat not racing shall not interfere with a boat that is
racing."

and

"The rules of Part 2 apply between boats that are sailing in or near the racing
area and intend to race, are racing , or have been racing . However, a boat not
racing shall not be penalized for breaking one of these rules, except rule 22.1.
The International Regulations for Preventing Collisions at Sea or government
right-of-way rules apply between a boat sailing under these rules and a vessel
that is not, and they replace these rules if the sailing instructions so state."

It may be polite for a non-racer to keep clear, but they can't be expected to even have heard of these rules.

This is a bit of a strange area, often you don't know if a boat is racing until its past, I am of the school that if I'm on starboard I'll stand on if the other boat is on port to do otherwise I think is a long term recipe for chaos. OTOH I'll ensure I avoid areas, if practicable, where boats are racing ... but I have been tempted when on starboard to sail across a fleet where there has been an inapproprite course set .. eg across a narrow fairway. CR are there for the avoidance of collisions and a large part of that is predictability of action. IMHO a decent racing skipper should not put himself in that position anyway.

The full text of the rule in question is:

A vessel engaged in racing shall consider itself to have right of way under all circumstances except where the give way vessel is a heavy displacement steel cruiser, in which case the correct response is "Go on then if you think you're hard enough".

Totally agree. A decent racing skipper will look further ahead and plan his moves around other traffic and any other obstructions. I learnt that lesson when I lost 10 places avoiding a container ship.
Non racing boats can be incredibly usefull though. I have used a non racing boat to create room to tack with a following boat who didn't want me to being forced to duck the non racing boat. That was a racing boat sailing in from their finish though, not sure I'd try it with a cruising boat, if the helm of the cruising boat lost his nerve it could get expensive!

Some years ago our little club by coincidence had used a buoy as a race mark which was also being used by one of the more elite clubs in the area.

Sods law applied and both sets of boats approached the mark (Large Steel Channel Marker not to be taken lightly) at the same time. But from different directions....

Cries from 40 foot plus racing yacht with 12 crew struggling to get spinnaker down"keep clear were racing" Reply from converted lifeboat with 3 crew drinking coffee "Sod off so are we" ......

The colregs specify the appropriate response...

..."You must be well back in the fleet then"

or:

..."I wondered if you were, but when you did't tack on that shift, I decided you couldn't be."
