CARICOM ADVANCE PASENGER INFORMATION (API) GUIDELINES

WHAT IS APIS?
Advance Passenger Information (API) is data provided to the Joint Regional Communications Centre (JRCC) prior to the arrival and departure of an aircraft or vessel at each port of entry in participating Member States. It contains a complete list of persons (crew and passengers) on board including their biographic data and carrier information.
The JRCC has been nominated by all participating states as the agent/ representative for the collection/collation and vetting of API for ALL Air and Sea Carriers arriving at, and departing from each Member State.

TIMINGS FOR SUBMISSION OF API
SEA CARRIERS
ARRIVALS
i.
Arrival from a port outside the Domestic Space
No later than Twenty Four (24) Hours Before Arrival at a port within the Domestic Space
ii.Arrival from a port within the Domestic Space
No later than One (1) Hour Before Arrival at a port within the Domestic Space
DEPARTURES
i.Departure to a port outside the Domestic Space
No later than Fifteen (15) Minutes After Departure from a port within the Domestic Space.
ii.Departure to a port within the Domestic Space
No later than One (1) Hour Before Arrival at a port within the Domestic Space.
I AM NOT SURE HOW YOU ARE EANT TO COMPLY IF YOU DO NOT HAVE INTERNET CONNECTION ABOARD! It does refer to carriers naot private yachts, not sure if that makes a difference - Rum Pirate!

METHODS OF TRANSMISSION
The JRCC has made available various methods of transmission for the submission of API. Carriers may choose any one of the following methods:
ARINC (Aeronautical Radio Incorporated)
- COMMERCIAL CARRIERS
(Private Carriers may use this method, if capability exists)

-CARRIERS (Carriers who do not utilize ARINC may consider this option).


Web Service - Carriers should contact the JRCC for programming information via apis-support@impacsjrcc.org in order to use this service.

i.UN-EDIFACT PAXLST (Crew and Passenger Information)
A file with “.edi” extension maybe submitted through any of the transmission methods listed above.

iii.XLS Spreadsheet (ONLY the JRCC downloadable spreadsheet available at www.caricomeapis.org)
Carriers using this method are required to register first.

Please be advised that in the near future carriers will be required to transmit data elements for Primary Residence (where traveller resides for most of the year) and Destination Address under Data Relating to Each Individual Passenger. The Joint Regional Communications Centre (JRCC) will inform carriers in advance thereby giving them the opportunity to make all changes necessary to capture the information and transmit it to the Centre.

My understanding is that the authorities here are not too worried if a yacht turns up withoutdoing it. But will find out more.

I have been asked by friends how their small private sailing yachts are to comply with the


when they do not have internet capability aboard and one of their vessels is a small one that travels at +/-7 knots and time being a factor.

Also how one should deal with it when sailing transatlantic from Europe.

Having phoned the Immigration and customs Dept in St.Kitts & Nevis. They were unable to answer and referred me to the web site.

1. who "the 10 Member States" are ?

One cannot presume that they are the Caricom states, as I understand (please correct me if I am wrong) that there are 15 (not 10) of them, namely

My friends wish to comply as they do not wish to fall foul of the regulations or be prosecuted.

More forms for us to fill I see!

The latest that I've read and heard on this particular fiasco is that no one in authority at any port of arrival has any idea about how to use or disseminate the information and the whole plan is being revised so the full implementation has been put back to a date not yet known.

Still arriving and leaving the old fashion way, book out get clearance papers, arrive book in get visa for duration of stay.
