Cardiff pay and display moorings

I was in the Bay this weekend and noticed that the pay and display moorings seemed to be full with small boats that looked like they had been there for some time, has the system stopped?
 
I think they are boats from over near the visitor centre. They have been over by St Davids hotel since the winter. I thought they were there while the moorings were checked but they have not moved. I wonder how much it is costing them?

I stayed there last August for 5 days and no one asked me for a penny, the pay & display machine was u/s.
I did try it! But it wouldn't take any money - one of the harbour patrol boats said "not to worry" so we spent the money in various bars!
 
the commercial mooring that were over by the norwegian church are in the process of being relocated up the river ely harbour authority temporarily relocated them into the graving dock near st davids hotel while new moorings are laid up the river as usual with the harbour authority things happen very slowly hence the commercial boats are still sitting in the graving dock not a bad deal really they are paying for a river mooring but getting a secure pontoon berth courtesy of cardiff harbour authority
