Can you use together

Don't see why not, but I successfully repaired some perished foam backed linings using laminate flooring 2mm foam underlay affixed with heavy duty carpet adhesive. This gave a very flat and supple surface to which I rebonded the surface lining material once the perished foam had been scraped off. The finished effect was as good as new headlining. So this would likely work for your application.
 
Sounds good, I just wanted to make sure I had a smooth surface on which to lay the carpet headlining.

Just another quick question, the underlay I am considering is self-adhesive, but I would not just be relying on that alone to fix itself to the GRP for any length of time.

Would anyone now if you could spray the spray on 3M glue on top of the self-adhesive glue and still get a good bond with the GRP???

If you spray another adhesive on it will simply stick to the supplied adhesive, although it might react with it, but ultimately the bond will be the weakest of the two, or at the interface. I would not use a self adhesive for something required to seriously stick, especially heavy carpet head lining.
