It is the cap that slides over an adjusting screw on the injection pump and is then wired on to act as an anti-tamper deterrent.

The cap is at the bottom of this picture and you can also see the wire going up to the left

...as an aside, any idea why the red amber green tape - happened to spot my bits of tape have started to come away... was wondering if it's to prevent some wear?

Don't know but my assumption is that those coloured tapes on the wiring loom are to identity the correct engine wiring loom to be fitted to your specific boat.
