It IS common for public or council owned harbours & moorings to offer discounts, priority or other benefits to local ratepayers on the basis that they shouldn't "pay twice" for no extra benefit. eg IoM mooring fees are really low for residents.
Good work Major C, is it worth setting up an e-mail group to keep in touch? My e-mail is in my profile. I may be able to find a few others to join on the basis of the more the merrier & the more representative it will be.
