Buying from Palma

It is implicit in the Recreational Craft Regulations (2017) which come into effect for imports of used boats on 1/1/2022 (up until then CE marks are acceptable).

To find out what is specifically required for the boat in question it makes sense (as suggested in post#11) to get advice from the RYA and a firm such as CE proof as to exactly what is required.
Just googling around the subject and there may be a deadline extension to 1/1/2023

The UK equivalent of RCD II.

If the boat predates RCD II find out if you will need to get it certified to the UK equivalent of RCD II - which might be a right royal pain for pre RCD II engines which don't meet the newer emissions standards.
I contacted VP and gave them the engine type and serial number. They sent me some certificates, this being an RCD one. Is this what you meant??

Somewhere it will say the engine no from which compliance to the requirement started from.
Had this problem a few years ago trying to get a used boat onto Lake Constance unfortunately it was prior to the engine tested.

I have gone back to VP. But, if they don't have that cert, does it mean the boat cannot be brought back? There are loads of D4's here.
Boats which were already in the UK before the cut-off date (end of last year) aren't being imported. They conformed to the RCD specifications at the time they were imported or were put on the market/sold new in the UK. As they are not being imported they do not need to conform to any new fangled regulations.

If you import a boat into the UK, from the EU or anywhere else, then it needs to conform to the current UK regulations which are a currently a copy and paste of Recreational Craft Directive 2013/53/EU.

As a UK resident, if you bring a boat to the UK, you are by definition importing it, unless you were the owner at the time it was exported from the UK, and you are bringing it back under the return of goods relief scheme . (which does not apply to your case).

No. It is an old engine and does not meet the latest EU specs. The RCD is just a Directive for boats in total. Engines need to meet the current EU spec which is almost certainly what will be required.

As I said earlier, rather than trying to get to grips with it yourself, take professional advice from a certifying body like CE proof as to what needs to be done to the boat to get UK certification.

This is all new stuff following Brexit and I guess there are probably some unresolved issues simply because so few re-certifications have taken place.

Kindly keep us all in the loop. The way it’s going it seems likely that even if you are willing to pay import VAT, it may be impossible ( or at least very difficult) to import a pre 2013 second hand boat from the EU.
So I have been through the RYA for advice. And what they said is that as long as the craft has a relevant CE stamp and certified for the relevant RCD at the time of manufacture then it can be imported back to the U.K.. The cut off time is December 31st 2022.
