As I understand it you won't need any personal proof of vaccination. Turkey will set it's entry requirements for individual countries based on a combination of the number of new cases and the the proportion of the population which has been vaccinated.

At the moment there's a very limited list of reasons to leave the UK. There's a form that you need to have on your person explaining why you're traveling along with authorisations from one of the named employers. I think it's even a criminal offence to be in a port or airport without these.

I don't know about other destinations but I can tell you for an absolute fact there are quite a few UK residents on the Dublin to Istanbul flights every day of the week.

Yes I’m sure you knew that already. The real question is how these people got to Dublin before flying on to Turkey.
I was speaking to a friend only yesterday, he and his Russian wife were in their Spanish apartment until just before Christmas. Her visa was due to expire and he didn’t at that stage have a visa to visit Russia, and she didn’t have one for the UK, so they went their separate ways, she back to Russia and he back to the U.K.. This was just before the U.K. introduced their international travel ban. So now, 3 months later, he has his visa to visit Russia and be re united with his wife, but now is not allowed to travel because that’s not one of the permitted reasons. That seems pretty unfair to me, he even has his airline ticket booked, but Aeroflot have made it quite clear that U.K. law does not allow him to travel.
I have suggested that maybe he needs some dental treatment in Russia................but he’s reluctant to play that game. Once he reflects on it, he might change his mind. Even if he decides to wait , there’s still no guarantee he will be able to leave on or after May17th.
Im really not sure how this blanket travel ban is helping reduce covid in the U.K.. Holidays, I can understand, but not where someone plans to leave and not return for many months, if not years.

There are multiple flights and ferries operating every day. I've no idea about departure enforcement in the UK but I do know that people travelling to the UK from Ireland are not subject to testing or quarantine so lots of returning travelers are hubbing through Dublin.
