I was approached at Cowes in July about participating in this, but I can't find any details about it. Does anyone know if it is still being planned or has it died a death?

The festival at Brest is held only once every four years so the next one is not due until 2012. Planning is already underway and the 2008 website has been updated for it. http://www.brest2008.fr/
There will however be the festival at Douarnenez next year. A much smaller affair than Brest but just as much fun, plus you actually get a chance to see everything.
