What are these yellow things for? They are substantial and well bolted down...

They are on the end of every finger of newly installed pontoons.

To signify that is a "powerboat only" berth (big vertical nobs here)?

Good idea whatever they are for if one can lasso them when parking. However if one just happens to be the same height of your strip around the gunwhale the boat can rock & the post will carefully prize the strip off for you as the boat comes down on it.. Dun laghaire has ladders with bits like that & they fit perfectly under my gunwhale so i speal from experience

These yellow posts are provided for those wishing to "dip the rope".
Note: Who ever tied up to the cleat did not use a method which would allow a proper seaman to follow with a "dip the rope" technique!!!
