I went for a sail in a Clovelly Picarooner some years back which would suit your needs nicely - about 16' long but with about 100kg of ballast in a long keel. Not fast but very solid and stable. Not sure if you'd find one any further north than Somerset though so might not work in practice...

That sounds like a well thought out boat.

Was it named after Clovelly? Was it designed or built there (not much room for a large boatyard as far as I know - which is not a lot) (fantastic place is Clovelly IMO)

Edit- found out a bit- may not point too well or tack like a ballerina?

I was thinking of the GRP version, built by Martin Heard I believe. A stable and comforting platform for fishing and pottering about rather than a vehicle for rapid transit from one location to another.
