No, but in practice the ICC works.You should be able to take an assessment in power to get it added if in the UK.
If in Costa Brava, as per location, Spain isn't a signatory to either ICC treaty.

I assume you're aware already, but ICC in sail also includes ICC in power up to 10m.

Qualifying for ICC is just another RYA cash cow. My original YM Offshore commercial endorsement stated the holder was qualified to be master of vessels up to 200 GRT but when I queried why the ICC was restricted to 10m power was told I would have to do a complete power course, not just a boat handling test. WTF is that all about, a yacht over 10m when on engine is a power driven vessel but doesn't qualify.
