Best glue for tread on swimstep

My Westerly Storm in the UK had a missing piece of tread on the stern swimstep when I bought the boat.

I glued on a piece of foam teak decking which lasted 2 seasons using a Bostick type glue before it came off. Any suggestions on the best glue to use for a more permanent fitting (without buying a large time of anything ridiculously expensive !)

Being on the bottom of the swimstep it will be getting regularly wet.

CT1 or Tiger Seal
OB1 is rubbish in my opinion, never had any success with it.

Epoxy will stick it but its rigid so any flexing will crack it off. Getting it all clean and degreased will be vital.
 
When I bought my GK29 the decks had been covered with Treadmaster, the heavier, diamond block version. Unfortunately it had been stuck down using a contact adhesive that was failing badly, edges lifting and breaking off. It looked dreadful. We stripped all of it off, a massive job that took two weekends, even with the advantage that I had access to a wide variety of strong solvents.

I replaced it using the Treadmaster epoxy product, expensive but well worth it. Quite tricky to do as the adhesive has no 'grab' at all, hence the tape holding each piece in place. The job was done in 1994 or earlier. I have a photo of the boat taken in new ownership in 2007 with all the Treadmaster firmly in place.94 Treadmaster replace.jpg
 
CT1 or Tiger Seal

Never tried OB1 but I’m a big fan of CT1 and have another potential use so will maybe try that.

Hmm that’s like £45 a tin, but ……on my Westerly Storm I have an very aged patch of Treadmaster at the bow around the anchor windlass which is on job list for the end of this season. Will probably replace with another piece of Treadmaster as it’s an area of less that 1m

Do you have an opinion on whether the Treadmaster epoxy would keep and not go off by October if I opened the tin and used now for the small swim deck job ? It’s a two pack tin so my gut feeling is it would be OK.
