California enacted a 9.9 ug/cm2-day leaching rate about 5 years ago, and most/many of the manufacturers have refomulated to meet that standard.
That said, Pettit Trinidad, one of the best paints out there, always met this standard, as did many 2-years paints. Soft, 1-year ablatives, not so much.
Personally, I am in a high fouling area, and I have not noticed a decline in performance over the past 30 years. in fact, the last few have been better. Perhaps the fouling is getting less in some areas and worse in others, due to improved regulation of run off and better wastewater treatment, and perhaps more development in others. What I do know is that my last job, 2 years ago, was the best so far.
