You've probably already thought of all these, but I'll list them anyway. I have no specific knowledge of the bennet trim tab pump (had one on my old boat, but it was fine) , just coming up with generic things that could cause you issue

-low battery voltage, either through worn out battery or (maybe more likely) corroded connections?

-maybe corrosion inside the motor itself on theelectrical connections , or buildup of dust? Maybe it just needs dissasembling and a clean.

- worn pump motor itself, maybe worn brushes?

- a seized bearing on the motor leading to increased friction?
