Bench test an outboard

Hi is it possible to bench test an mariner 60 (1988+/-) without the boat wire loom.

It's possible that the outboard will work when the main wiring loom is unplugged. With the loom connected you need the key.

Do I need to to do anything with the plug that connects to the boat. Do I need to cross wires for the coils to fire.
