Aqua signal bulb change problem

Hi. I have a nearly 40 year old aqua signal one unit deck and steaming light problem.. Both lights failed to come on, on inspection up the mast I found that the steaming light part was like brand new inside. And could measure 12.4 volts with a meter on the holder. Bulb was checked else where and worked. But not in its fitting -( which is like new) my main problem is getting to the deck light bulb... It appears to be held in by two push tags in the housing as it looks like a fixed unit similar to a car head light.. That should fall out when both are pushed inwards.. Is this correct.?. And any reason why the steaming light won't work even though there is 12.5 v at the holder.. I'm assuming the deck light unit is the problem and once I can get into it the problem will show it self. They both share the one wire up mast and must share the same neutral? Any advise would be great apert from getting some one in at this stage lol. Similar to picture below

If neither light works most likely explanation is a bad connection somewhere in the common negative.

I guess your reading of 12 .4 volts was with a digital multimeter. Digital voltmeters take so little current that they will often give a normal reading through a bad connection. A test lamp (12 volt bulb on a couple of leads) is more reliable . A digital meter will make a fool of you sooner or later.

Cannot help removing the sealed beam unit from the deck light . Sorry.

Cheers 🥂.. I'm hopeful as the deck light is a sealed unit. That has blown and is playing up thru the negative.. Just need to get it off 😲
