Surely the relevant harbour masters ( who just be sailers or at least water enjoyers ) must be gearing up for today .. to change their tack etc ....
I can’t see why any weasel health and safety pen pushers would be so self important as to go against the government ..

email sent to Harwich Haven Authority.
Dear Sir / Madam
Will HHA be lifting restrictions on Rivers Orwell and Stour in accordance with the guidance issued on Gov.uk
Website.
Other English river authorities seem to have already opened up for leisure crafts yesterday or this morning.
I would be grateful for some response
With kind regards

Covid -19 Coronavirus - Important Update for Members
Reopening of the club
Following the government’s announcement that they are starting to gradually ease the restriction implemented to limit the spread of Covid-19, I would like to share with you the planned phased reopening of the club.
We will take a phased approach that will allow us to move forward in controlled steps, that will also allow us to move backwards should the Covid-19 rate start to rise again, and the government reinstate some restrictions. A copy of the phased opening document is available in the members section on the website HERE
The first stage is to move from the current lockdown position (phase 0) to Phase 1 which will allow members to visit the club, get to their boat and use the grounds. The only part of the club that will be open to members will be the toilets and these will be accessed via the changing rooms wet access doors. We are providing hand and toilet sanitising facilities so that those that need to enter the club can make sure that they can sanitize when they are inside.
The members workshop and mast racks will be unlocked by the stewards when he arrives and locked again at the end of the day, they will also unlock the changing room access doors. The reason for this is to limit the potential for virus spreading by members having to touch the doors and lock every time they enter and leave.
As we move to the other phases additional parts of the club will be opened up for members use. The reason for this approach is that it helps to limit the areas that we have to keep clean and sanitised, thus helping to protect us all as much as possible.
Members will need to put their mooring buoys out before they launch. If you are unable to do this yourself please contact the mooring officer moorings@blackwatersailingclub.org.uk to let him know what your intentions are for launching and a rough idea as to when they think that they will be ready to launch. So that he can see what he can do to assist and to prioritise those that will be ready to launch first.
If you require anything from our employees, please don’t enter the stewards office, stewards workshop or the RIB store, just phone 07845-177879, and they will help you. Please respect the social distancing from them so that they are able to assist us all as safely as possible.
I am sure that you do not need reminding but please do not come onsite if you feel unwell or have a temperature.
We are awaiting clarification as to when we can move to phase 2, which we are hoping may be this weekend. But please do not go afloat until we have confirmed this.
We will continually monitor the changing situation so that we can move through each phase to get the club back to whatever the new normal will be as quickly and safely as possible. However, at all the stages for reopening, the club and the members must follow the government’s advice and standards as and when they change.
When you do visit the club, you will see that the contractors are progressing well with the clubhouse now that they are back at work. You will also see that the grounds and clubhouse have been kept tidy by *** during lockdown so that is looking as smart as possible for us all to use.
As the RYA point out:If significant numbers of people are seen to be taking part in recreational boating or going to their boats for whatever excuse they can think of while the general movement restrictions are in force then the Government might see fit to introduce a specific prohibition on recreational boating. Given that regulators are often much more reluctant to lift prohibitions than they are to impose them, recreational boating is likely to be able to resume more quickly if it is not specifically prohibited. So we all need to do what we can to make sure we do not attract any unwelcome attention to our sport

I've just this second received this from the CHA:

INFORMATION NOTICE

13th May 2020

In response to Sunday’s Government announcement that unlimited outdoor activity will be permitted in England, from Wednesday 13 May 2020; the Crouch Harbour Authority Policy is to ask river users to continue to follow Government Guidance on exercising outdoors and maintaining social distancing guidelines.

The CHA would like to see the Crouch and Roach boating community take a considerate and a responsible approach. Please remember, that if something goes wrong, there is the potential that it may put further and avoidable pressure on the Emergency Services.

What's annoying is you can mix with your household on your boat but have to return home the same day.
I live a few hours away and day trips would be few And far between.
Surely staying on board is isolation?
Me and the swmbo come to the boat to isolate from the cretins and oxygen thieves of society anyway.

I think the issue is, if you allow people to stay in boats/caravans/tents, you allow people to go to second homes and generally spread around the country. Better to encourage people to stay within home range than go to Cornwall and face the locals :D

However if you are with people from your household which it states what difference does it make if you are at your home or on your boat.
The gov has said you don't have a travel/mileage limit.
Just a bit frustrated. Com

...except that Caravan and camp sites are still specifically closed by HMG...

It would appear that the cha are being cautious.

What a bunch of jobsworths..

For all their ponsing about being a "Harbour" ..the reality is the Rover Crouch is an over grown marina. There is just one commercial wharf. The mainstay of the river is leisure boating. The harbour captain needs to understand that he is not regulating a commercial activity that will happen regardless of the regulatory burden. He is providing leisure service to people who are discretionary spending on their hobby.
