Any flag experts about?

Hi, while sorting through the bag of courtesy ensigns at the weekend, we came across one that I didn't recognise. It is a pennant with yellow blue yellow divided horizontally. Any ideas?

It doesnt seem to have a meaning, and may just be part of a collection of pretty flags to decorate the boat?

Donno, but it was amusing this weekend to hear #1 son (aged 4) refer to the "Bow Ensign" - Scots ensign on port crostrees - as he shouted down the companianway "Mummy! Daddy has put up two ensigns, one at the bow and one at the stern! We've got two ensigns up!" "Daddy, why have we got two ensigns?"
