Antifouling for Plymouth. Any recommendations?

The boat should have come out for antifouling in March or April. It didn’t, obviously. So when I lifted out this week she had been in the water for about 18 months. A layer of thick black sludgy stuff covered the whole of the hull. I’d used Hempel Tiger Extra for the last few years and never had more than a bit of slime on the bottom. That was before I moved to Plymouth (previously on the Dart and the Solent).
The fouling was probably helped by the fact that the boat had had only a couple of short day sails over the winter and not moved at all from March until June, but I’ve kept boats in the water for 2 years between antifouling before now and never seen the bottom so fouled. I’ve sailed her about 250 miles since July and she has seemed slow.
I keep the boat in Plymouth Yacht Haven. Anybody got any recommendations for the best antifoul to use? And if so, will it go straight on over the Hempel or not?

I've been using Seajet 33 for the last 3 years based on the trial that PBO did. It has work pretty well for me but I'd always be interested what others say. This year my prop was the problem with fouling. Barnacles really like my prop for some reason!

I’ve used Seajet Emporer, which has been excellent, whilst moored at Sutton Harbour, Plymouth.
