Anchor rusty - what can I do?

I'm totally biased, being a galvanizer, but regalvanizing lasts far longer and doesn't need to be expensive.
Find a yachtie who works in a galvanizing plant and they will be sympathetic about their minimum order value (which is what causes the problem).
Some galvanizing is <35p/kg.
Paint only prevents rust where its in tact. If you anchor doesn't get scratched on the seabed what was it doing. As soon as you scratch it, and perforate the paint, the rusts starts, as it is not sacrificial protection, only a barrier.
