It's a ll a bit of a moot point, as the MoD (or whatever today's name might be) have told EA that they don't give an asterisk (ahem, are not concerned) about the misuse of colours on the River.
It's unclear who may initiate a prosecution, so misuse becomes an academic issue.
As to Rogers, jolly or otherwise, as there is no Naval establishment on the Thames, I have a vision of the Henley Sea Cadets (or Walton, or Kingston, or..) opening fire on suspect vessels with - a paintball gun - /forums/images/graemlins/laugh.gif
It's great to see all manner of folks wearing (well, there's not much scope to fly any flag on most Chentleman's river launches) various national (non UK) and even unofficial regional flags, it give one an opportunity to open a conversation while waiting for a Summer Assistant to work the lock.
But I do deplore the aforementioned black and white banner and the wearing of a St. George ESPECIALLY during Henley week and the TTBR weekend both where several Little Ships will be present -

Oh dear, getting serious for a moment.
