May find that Stirling are talking about when the alternator is regulating, if you are checking when it is running at full output with no voltage regulation you could be getting 14 and 0, ie you have 14v from the field diodes and 0 on the neg. To regulate the controller cuts feed to rotor, or cuts the earth path, depending on the battery volts more or less pulses will be cut, thus giving a average voltage that you read of 2 - 10 volt.
Try running for a longer time scale.
