Whatever solution is found must be demonstrably within the letter of the law, and also serve natural justice. Churches are, regrettably, ignored by the press when they do good, but jumped on as soon as any hint of wrongdoing appears - even if it's completely spurious. A case in point is my local cemetery, which has no connection with the church and is run by the civil Parish Council. It is running out of space, and the Parish Council has had to impose strict rules about who may be buried there. Whenever an edge case comes up and someone whose family had expected would be buried there is denied a burial plot, it isn't the civil Parish Council that gets into the paper, it's the poor old vicar, who has no voice whatsoever in the decision! Churches generally have to be incredibly cautious how they approach things, because if a case can be made that they have acted insensitively or unjustly, it will, whatever the reality of the situation is.
