My boat has a volvo penta 2001. I undetstand it is rated at 7.5hp.

However, some 2001 engines are rated 9hp (she could do with the extra!!)

Is there a simple way to upgrade the power output?

Don't think it was ever 7.5hp unless that was the continuous rating for commercial use. Pleasure boat engines were always 9hp @3200rpm. They were often fitted to boats that really required more power but the next Volvo size up was literally double the power. Check that you are able to get over 3000rpm flat out. Best replacement is a 2 cylinder Beta either 14 or 16hp depending on displacement of the boat and space available.

I don't know how it started , but 3hp per displacement ton was a recomendation for some time. Probably started in the 1950's and carried over.

Woefully inadequate if you want to get anywhere near hull speed. My 5.25 tonnes 26' waterline length needs 27hp to achieve hull speed so now has a 29hp beta rather than the original 15hp Lister.

My volvo md5b was 7.5hp. It was fine for my Leisure 27 which is 2.5 tonnes. I now have a volvo 13hp and don't notice the difference except maybe better fuel consumption. I accept that i probably would if I needed to tow something.
