1st Filter Leaking diesel

I have a Parker Racor R12T filter which appears to be leaking slightly through the water drain off at the base of the glass bowl. There does not appear to be any diesel leakage higher up the filter. I tried tightening the plunger which should seal this drain off but without any major improvement , and consequently some air gets into the fuel line which builds up and then stops the engine after about 30 minutes running. I then have to bleed the system again to run the engine. I wonder if anyone has had a similar problem with this standard fuel filter or what the solution might be? Any thoughts most welcome. To confirm, I think you have a Racor 120A filter housing, which takes R12T filter cartridges.

The construction, starting at the top, is thus:
i. an Aluminium assembly with input and output ports,
ii. the cartridge, and
iii. the transparent plastic bowl, complete with drain ports.

If so, it's the same as we have, which so far hasn't proved problematic. Could the transparent plastic be cracked or maybe the fibre washers in the drains have gone hard (due to over-tightening?) and need replacing? I'll be jolly interested in the cause, and solution, when you find it!
 
Problem solved, at least I hope it is fingers crossed, and it had me frustrated for the last two weeks. Everything pulled apart cleaned oiled refitted but to no avail. Decided to sprinkle everything with talc powder and as was suggested here starting from the top the talc was turning to dough top middle just below the air bleeding screw. Everything appeared normal when dismantled for the Nth time, then looked at the underneath of the upper section onto which the fuel filter screws and found the paint had perished in one section about a half inch wide. The paint or what was left of it was basically grit. Decided to remove all the paint using a soft grinding stone on a drill and brought to clean metal finish. Re-assembled and OMG no leaking diesel and the engine ran smoothly for 1 hour. I have a pic of the problem but showing it here is beyond my humble it skills. I am considering changing o a Racor filter purely because I cannot get my Lucas/Cav filter unit to stop weeping slightly. Its not the filter unit which is causing it, its the modern rubber sealing rings which come with todays filters, they don't seem thick enough to do the job. I managed to find a 30 year old, but unused, complete filter unit and when I compared the original sealing ring with one I had just bought which came with a new filter element the original one was more substantial.
