‘Fixing’ wood stain under bunks

When damp the brown wood stain on the plywood under the bunks marks sheets and covers. What can I do to fix this so that it becomes non soluble.
 
Yes, slats have been considered and may be investigated again.

Paint or varnish won't just lift? I suppose that was my concern.

Paint or varnish will stop your staining problem but will create a non breathable surface on which condensation will most likely form = damp mattress. Alternative to slats is the green stuff, like thick Scotch-brite pads.
 
Thanks - think I will give the underbunk matting a go. Much easier to fit than slats and access to hatches seems possible. If it fails, then slats are option 2.
