If strong enough, self tappers fixing the rail to the gunwhale would be ideal as that would save me cutting a hole for an access hatch and spoiling the view inside the cockpit.

Overdue job done recently.... Replaced the buttons on the windlass as the rubber domes were cracking.
White one was easy - lots of spare wire inside to join with - filled the heat shrink connector crimps with grease first before heating them up. Staggered them to push back into the hole, easy...
Found out the cause of the problem and didn't need a new windlass!
The relay on the alternator (that prevents winding operation without the engine running) had been disturbed during maintenance and put back the wrong way (not me :)).
Hence the beeping (turned out to be the alarm on the VP...

Yes I wondered about the switches - the lids had been blown upright by the wind the other day and the pads are a little perished so maybe water got in.
Got my multimeter in the car just waiting for a lunchtime to go test the footswitches when it's not raining!

Fuse behind the helm doesn't trip and weirdly there is a beeping from in the wheelhouse when I press either of the windlass buttons.

I had a look and actually there's more chance of getting the handles off than the collar (middle collar seems to be glued not riveted).
Your version of the idea might be more doable (y)
Only need an inch or maybe two taken off to give a bit more knee clearance.
