Politicians will just rely on the market deciding for them.
Just like with Electric cars, the politicians didn't do anything to develop them, but once it was obvious that ICE cars won't make financial sense in a few years they all jumped on the bandwagon to ban them.

Assuming this was all working for the previous owner, I would try running with the battery switch in each position 1, 2, all and see if any position gives you a higher voltage.
If they had wired the switch incorrectly, it might be that it worked ok in the position they normally used.
When I had that setup what I did was pick one battery as the engine start battery and one as the leisure one.
On startup go to 1.
Once running change to all to charge both batteries.
After shutting down the engine go to 2 so you don't drain battery 1 on leisure stuff.
You should be getting 13.6...

I find every day is different, but conditions are very changeable here.
Try speeding up and see how it goes, no matter what boat you have going faster will work up to a point.
At some point regardless of hull shape or weight you will end up with air under your hull and then you're going too...
I like to spend a lot of time at displacement speeds as well, weather and company allowing.
But if I see a big wash approaching I'll just add a few knots to stabilise things until it passes. I don't go to planing speeds, just up to 11 or 12 knots and I find it's enough to keep things relatively...

Just be a little careful, driven nan miles, sounds like something you'd get from a script copying someone else's ad and reposting as part of a scam.

I found the trick was keeping the flame arrestor spotlessly clean. Any bit of soot and it seemed to make the boat difficult to start.
