I would be more concerned about what appears to be quite a sharp transition between the hub and the blades. This would create a stress raiser at the point at which the blade appears to have initiated a crack.
A larger radius at the junction would have reduced this effect.
What about leaving the existing nuts and bolts in place and drilling additional holes through the hull and plate and then installing new nuts and bolts.

One thing did occur to me, when you say it turns over with a spanner, how far did you rotate it? Is it possible that it has water/fuel in a cylinder and is hydraulically locked.

As I have no idea what the liferaft is worth, I am sure the price will be set by what someone is prepared to pay - hence the "open to offers"...
I have an XM 4 man cannister liferaft for sale.
I bought it from new in approximately 2010/2011 and it has never been used!!
Similar (but newer) models can be seen on the Marine Megastore and Jimmy Green websites for £700 - £800.

They are about 76 mm diameter at the drum and 140 mm high. The base measures 150 mm across.
