There is a ton of evidence that cycling helmets are pretty much useless. It is possibly because people have an enhanced feeling of security and so ride recklessly.

Speaking as a 3000 mile a year cyclist I'd say that was anecdotal at best... I've been wearing one so long I don't even notice I have it on any more, but I certainly haven't changed my riding habits in any way - I take the view that every car is a potential threat and so far (touch wood) I've been ok...
What I will say is that on two separate occasions it has saved a far more serious injury - one one occasion the hat was even split ...
Given the loads in a boat, even my 20 footer, you're going to need something fairly meaty to protect a head though, and push comes to shove, like cycle helmets I would stick with voluntary code of practice
