Strange they consider anything to interpret.

I would thing that guidance by the navigation authority refers to more generic rules. No motor boats in this part of the river, no pleasureboats within 1 mile of X commercial port ( both made up examples ) as opposed to anything Coronavirus.

Ie they wanted to avoid legislation that said you can go anywhere on a boat which would then override the local existing rules that said what you could and could not do.

If it’s not specific about MB for leisure use further on , then a yes as long as you follow the relevant guidance for social distancing, “ staying alert “ etc for that phase of the withdrawal .

Having said that the Fr maritime authorities have been quite prescriptive , no of pax m distance limits for the passage eg 100km etc .

Stating the obvious, but make sure you check with all relevant local marinas/harbours you would plan to be using to make sure they are in agreement and have appropriate staffing (e.g. if you have to pass through any locks). For example, I think Falmouth harbour commissioners are currently taking a conservative stance

Despite reports that some recreational boating activities can re-start from tomorrow as part of the relaxation of lockdown measures, we have received no confirmation of this from Industry Trade Associations. There was no specific mention of recreational boating in the Government guidance issued yesterday and therefore the situation is unclear. We understand that clarification on watersports and boating activities is expected from the Department of Culture, Media and Sport in the next few days. We will be studying this carefully when it is received and updating our advice accordingly. In the meantime, our Port Notice Number 8 to mariners remains extant. "

"The use of recreational craft is not considered an essential activity and therefore operators of facilities such as pontoons, moorings and slipways should keep these closed to recreational craft so far as is possible until the current measures are rescinded. "

So wouldn't consider there to be a simple answer "yes" or "no" generally applicable right now. All depends on where you plan to go. Hopefully they'll all converge on a single answer in the next week.

A waterway is a river, canal, lake or other stretch of water, that is not part of the sea, which through natural or man-made features is suitable for navigation. This is from Glossary:Navigable inland waterway - Statistics Explained.
Dorset Council, along with other South Coast harbour authorities, are still awaiting clarification from Central Government on the guidance given for leisure harbour users and its interpretation by the RYA. Until that guidance is available and has been considered, Dorset Council harbours (Weymouth, Bridport and Lyme Regis) remain in lockdown and are operating in the same way as prior to Sunday’s announcement .

Not so much a plan to go anywhere, everything at any destination would be shut anyway.
Can we pop for quick cruise to my favorite spot for lunch with my significant ( 47 years ) member of household ...or not ?
It would appear OK.
Mind you looking at the weather :(

I have spoken with several people in authority, it’s YES, but I would not touch down as a visitor anywhere, leave and return to your own berth in the same day is my interpretation for now.

Same on the east coast, Harwich harbour authority are still telling people to stay of the water so for us its a NO. Although the Gov. have given us the green light they have put in brackets, subject to your navigation authority, which seems most are lagging behind and not that quick to give us a yes.

It would be interesting what would happen if someone went against the harbour authority instructions

I would like to sincerely thank you all for adhering to government advice since the start of the lockdown, being patient and only visiting your boats for essential safety and security purposes.

Following further clarification from the government, I am very pleased to confirm that from today you will be able to once again enjoy your boats on the wonderful Western Solent and beyond. All forms of water sports practices on open waterways, including sailing and the use of privately owned motorized craft are now allowed.

There are no restrictions on how far you can travel to get to the marina. However, you cannot stay overnight at a holiday home or second home which we are taking will apply to boats also. This means that for now boating is limited to day trips where you can return to the marina and then home afterwards.

We all appreciate how important it is for us all to stop the spread of Covid-19 and following a few simple suggestions will improve your safety and the safety of others and help everyone enjoy boating responsibly.

If you know of any that are not being looked at VolvoPaul can see no reason at all why they should not set off with the rest of us.

Robert Louis Stephenson once said as he set off in an outdrive powered galleon....
