when it was the Department of Social Security it lost £6m in a project to computerise the administration of welfare benefits. A second similar project, Operational Strategy, cost more than three times its original declared budget of £713m. In 1999, the DWP was a partner in the failed £1bn Pathway project which was supposed to provide a benefits card for claimants. More recent DWP projects, such as an IT upgrade at the Child Support Agency, have run into trouble .... it'll be alright on the day, tome, no worries ..

Look at departments that have to lose posts.

Move range of functions to other departments

Create new posts in order to carry out these functions.

All recruitment within Civil Service will offer potential posts to existing people whose post is being axed.

Move same people into new posts.

Job done - quite painless

As for amalgamation of C&E and Treasury - wonderful opportunity.

Task force at each level of management to report on how to achieve.

Clearly wider range of management responsibility at each level so everyone moves up a grade.

Inevitably impossible to integrate any IT functions so range of extra jobs in designing complete new IT system

Huge amounts of work in manual co-ordination of roles in absence of IT system so need to recruit around 5% more staff to handle.

Necessity to re-train all IR people to handle C&E work

And Vice Versa

Lots or trainers and management structure to recruit

I could go on all night

The mandarins will be rubbing their hands together.
