It ought to be easy for them to try and re-let the berth after a cancellation.
If they are successfull then you get a 50/75%/100%? refund.
That would encourage those who book but cannot make it to let them know and avoid those empty berths which are really annoying for those who try and enter the harbour at a weekend when the harbour full sign is up.
Their computer ought to be able to handle it, but if not they've got enough harbour staff there sitting around to manage it.
