Steve's black bungs appear to have hidden my problem. Having changed the fuel and checked the fuel line, I first cleaned beneath the plate's two bungs, but that didn't cure the problem. I then separately worked on the the large bung in the float chamber. It covers a jet which, when unscrewed, can be easily cleaned. Cleaning this (and putting some extra tightening on the gasket bolts, just in case the gasket was contributing to the problem) has worked.
