Had the same problem with my Malta. First problem was in line filter in fuel tap, second was blockage in the jets in the carb. Using a fine needle through all of the small holes in both jets cleared the problem.

One other thing to check is the carb float height and check that the float needle is seating correctly. If either of these are wrong it can flood the engine.

have you tried screwing in the mixture screw(on the l side of the carb) completely - then unscrew about 1.5 turns . worked for me.
