Yamaha Malta 3 carb info needed

I have a Yamaha Malta 3 hp and I'm here at anchor in greece just cleaning the carb and always wonder why a rubber bung is placed into the hole that the idle jet fits up into...
I've never seen this on any other outboard...surely it's restricts the fuel. ...it fits tightly. ....
It shows it on a diagram of parts listed.

My Malta has the rubber bung as well. I can't remember 'why' but it is required and my Malta runs well with it in place when the jets are clean. The one thing that I have found with the Malta is that it is very fussy about having clean jets.

I think ive just worked it out.
One jet feeds into the other via a little hole which is odd but it works ha ha
 
Blimey I tried to edit my last post and it deleted it instead....
In said I stripped the carb because the needle valve Is hard and letting fuel through so I lightly sanded it.... desperate I know but it seals now so can motor ashore for more beer ha ha.
 
This came up from my query so I resurrect it.
The engine starts with choke but only runs for 2-3 secs before cutting out. Will restart after 10 secs wait but will not run with or without choke [full 1/2 or none].
Bowl is clean and fuel gets in to bowl. New clean fuel. removed a little black dust/crud and a little ? water.
Presume jet/s so is a question of taking it off and boiling, a pre runner of ultra sonic cleaning?

If it is necessary to wait before restarting it suggests a a restriction in the fuel supply to the carb .... check. there is probably a filter somewhere. Tank outlet/ fuel tap if not an inline one

The maltas sometimes have a filter on the fuel tap. I can't remember whether it is the inlet or outlet. I have also seen a filter on the outlet of the fuel tank actually inside the tank.
