This is a common problem which I have had before, but a second opinion never hurts. Just wend to start one of mt Yam 2HP strokes. After turning on the fuel, fuel starts dripping from the carb. I have removed the float bowl and confirmed that the flot is shutting off the fuel when lifted. Does the valve need to be removed and cleaned since clearlt the level in the bowl is too high. Any advice apprechiated.

Fuel dripping from the carb will more than likely be needle valve so it would be a good idea to remove it to clean and blow through the fuel inlet on carb to remove any residing nasties...

If it happens again while on the boat, switch off fuel at the tap on the side of the engine, and then start the engine and let it naturally run out of fuel so the float drops to its lowest point. This usually clears the problem.
