A second question I have is if a sailing license is required by law?
I live in the Netherlands! If I was to buy a yacht and get some lessons from my friends, would I be allowed to sail the yacht? or must I have some sort of license?

A license is not rtequired by law in the UK. This can differ from country to country. Some paperwork is required in Spain and France.

Seem to remember something called 'Vaarbewijs' in Holland.

try looking-up Heerenlead or Beagle under "search" they also use clogs so will have more info.

But no license for sailing boats in France. A license is required if the motor is the principal means of propulsion and is more than 6hp.

On a Dutch yacht a license is mandatory, or on a foreign yacht kept in Dutch waters full time. I can not remember the exact details on yacht size etc. but I am sure tha the relevent governing body in Holland will be able to help you

As I'm Dutch I have some knowledge of this:

In Holland you don't need a "vaarbewijs" for your boat unless it is bigger then 15 metres or it can reach speeds over 20 km/h. Sorry for the UK people but I don't know the imperial values for that, beside that it is about time you learn the SI stuff once and for all ;-)
So for a 'modest' sailing boat you do not need any license. On the other hand it is good to learn it anyway, bacause it adresses basic principles like right of way. Everyone should know that when he want to use a boat, there are simple too many other people on the water to keep it safe otherwise.

the last time we stpooed in Dordrecht ( motor boat club) we planned to stay a few days but those bloody bells, 1812 overture God they drove us crazy. ALL NIGHT they went on & on.
Still the Church Tower will be very nice when is finished

Can you believe I live approx. 300 metres away from this church?
I think what you have witnessed was the installation of the biggest Bass-Bell (?) present in a Dutch church.
You should come around once more, the bells don't sound anymore at nighttime (otherwise I would have started complaining about it myself!)
