Yacht and ferry collide

Is there? I searched the Cowes bylaws for the word sail recently and didn't find this, can you tell me which it is? (I'm not disagreeing, if there is one I'd like to know!)

I've been told off by the harbour master for sailing in the entrance on a very calm evening, though lots of people motor sail in when its rough outside and dropping the mainsail would be hazardous.
